A combination of law enforcement agencies, special task forces, government records, and private investigators were only able to collect so much information about the elusive mercenaries of the two rival crime syndicates.  The heads of these organizations are brazen enough not to hide and are kept under surveillance, but their enforcers, the ones doing the dirty work, are far harder to identify.  Some of these enforcers are petty street thugs, restricted to more menial duties as they tend to get caught and questioned often.  These sloppier agents tend to become informants for investigators, but this is also why the crime bosses usually use them as little more than messengers or intimidators. 

The more dangerous and secretive hires of the syndicates are the professional hitmen, who probably lay claim to the majority of the deaths on high-level officers and street thugs alike from both camps.  These mercenaries work in all terrains, even in busy urban areas, and still rarely leave a trace aside from broken security cameras and bullet casings.  While these assassins are assumed to be hired from various military backgrounds, there is speculation that some may actually be blood relatives of the crime families, born and raised in the syndicate, trained from youth to commit these crimes.
